INTERNATIONAL DAY OF EDUCATION

International Day of Education is an annual international observance day held on 24^th January and is dedicated to education in celebration of the role of education for bringing global peace and sustainable development. This day signifies the adoption of Article 26 in the Universal Declaration of Human Rights, to make primary education available to all.

This year International Education Day occurs in the wake of the COVID-19 pandemic that led to a global learning disruption of unprecedented scale and severity. The closure of schools, universities and other learning institutions, as well as the interruption of many literacy and lifelong learning programmes, has affected the lives of 1.6 billion students in over 190 countries. As a new year begins, now is the time to step up collaboration and international solidarity to place education and lifelong learning at the centre of the recovery and the transformation towards more inclusive, safe and sustainable societies.

The theme of International Education Day 2021 proclaimed by the UNESCO is “Recover and Revitalize Education for the COVID-19 Generation”. The global event for the Day will be planned along three main segments: learning heroes; innovations, and financing. We can reinforce our learning tactics while engaging students during a pandemic by carrying reinvented or new methods over to enmesh different styles of learning.  

The celebration of International Education Day by UNESCO will be organized in partnership with several partners, including the Global Partnership for Education and the Centre for Interdisciplinary Studies (CRI), and feature the participation of partners from the Global Education Coalition. Capturing the spirit of the International Day of Education, CRI and UNESCO have spearheaded a Learning Planet Festival to celebrate learning in all contexts and share innovations that fulfill the potential of every learner, no matter what their circumstances.

This International Education Day aims to highlight commitments and follow-up actions taken to protect education through the recovery, increase inclusion and combat drop-out; Celebrate initiatives being led by governments, educators, organizations—from global to grassroots efforts—as well as partnerships demonstrating the potential to recommit education to the principles of equity and relevance; Highlight best practices in laws and policies on equitable finance for education that effectively and efficiently target the most disadvantaged via a tool featured on UNESCO’s Global Education Monitoring Report website, PEER; Give voice to the COVID-19 generation to express their concerns and aspirations in the face of a future marked by an economic recession and climate change.

Today, 258 million children and youth still do not attend school; 617 million children and adolescents in worldwide are lack of basic mathematics and literacy skills; less than 40% of girls in sub-Saharan Africa complete lower secondary school and some four million children and youth refugees are out of school. Their right to education is being violated and it is unacceptable.

Education is the most powerful weapon for the humankind. A certain number of people is lucky enough to be educated without any difficulties or obstacles. Some others though, must work to make ends meet, some others struggle to survive life in a war zone, and others they live in remote or undeveloped areas. Regardless to any living conditions all people have a right to education.

There is a famous Chinese proverb; “don’t give your fish to anyone in order to help him, teach him how to catch a fish and it would make a lot of difference.” Education is one of the salient power, a human right, a public good and a public responsibility. We always need to remind ourselves and the people around us that education is everyone’s right, and that we should never be deprived of our right to literacy and enlightenment.

 

சர்வதேச கல்வி தினம்

 சர்வதேச கல்வி தினம் என்பது ஆண்டுதோறும்  ஜனவரி 24 ஆம் திகதி  நடைபெறும்  சர்வதேச அனுசரிப்பு நாளாகும். இது உலகளாவிய ரீதியில் அமைதியை நிலைநாட்டல்  மற்றும் உலகில்  நிலையான வளர்ச்சியை மேம்படுத்துவதற்காக , கல்வியின் பங்களிப்பைக்    கொண்டாடும் வகையில் கல்விக்கு அர்ப்பணிக்கப்பட்டுள்ளது.  இந்நாளிலே ஆரம்பக் கல்வி அனைவருக்கும் கிடைக்க வேண்டுமென   மனித  உரிமைகளுக்கான உலகளாவிய பிரகடனத்தின்  26 வது பிரிவில் குறிக்கப்பட்டுள்ளது.

 உலகளாவிய கற்றல்   நடவடிக்கைகளுக்கு தடை     வழிவகுத்த கொவிட்-19 தொற்றுநோயை அடுத்து இந்த ஆண்டு சர்வதேச கல்வி தினம் கொண்டாடப்படுகிறது .  பள்ளிகள், பல்கலைக்கழகங்கள் மற்றும் பிற கற்றல் நிறுவனங்கள் மூடப்பட்டதும், பல கல்வியறிவு மற்றும் வாழ்நாள் முழுவதும்  திட்டம் தீட்டப்பட்ட     கற்றல் செயல்பாடுகளில் ஏற்பட்ட தடை  காரணமாக  190 க்கும் மேற்பட்ட நாடுகளில்,  1.6 பில்லியன் மாணவர்களின் வாழ்க்கை  பாதிக்கப்பட்டுள்ளது .  ஒரு புதிய ஆண்டு  தொடங்கும்போது , ​​கல்வி மற்றும் வாழ்நாள் முழுவதும் கற்றலை மீட்டெடுக்க ,சர்வதேச ஒத்துழைப்பை ஏற்படுத்துவதன் மூலம்  பாதுகாப்பான மற்றும் நிலையான சமூகங்களை உருவாக்க முடியும் .

 சர்வதேச கல்வி நாள் 2021 இன் கருப்பொருளானது  “கொவிட் -19 தலைமுறைக்கான கல்வியை மீட்டெடுத்து புத்துயிர் பெறுதல்”. இக்கருப்பொருளை யுனெஸ்கோ அறிவித்தது.  இந்த   உலகளாவிய நிகழ்வு, மூன்று முக்கிய பிரிவுகளுடன் திட்டமிடப்பட்டுள்ளது: கற்றல் ஹீரோக்கள், புத்தம் புது கண்டுபிடிப்புக்களை உருவாக்கல்  மற்றும் நிதி நிலமைகள் என்பனவாகும் . இவ்வகையான அசாதாரண நிலை ஏற்படும் போது,    மாணவர்களை கற்றல் நடவடிக்ககைகளில்  ஈடுபடுத்தி , அவர்களின்  கற்றல் தந்திரங்களை வலுப்படுத்த முடியும்.

 யுனெஸ்கோவின் சர்வதேச கல்வி தின கொண்டாட்டமானது , கல்விக்கான உலகளாவிய கூட்டாண்மை மற்றும் இடைநிலைக் கல்வி மையம் (சிஆர்ஐ) உள்ளிட்ட பல கூட்டாளர்களுடன் கூட்டாக ஏற்பாடு செய்யப்படும். மேலும் உலகளாவிய கல்வி கூட்டணியின் பங்காளர்களின்   பங்களிப்பையும்   கொண்டுள்ளது.  சர்வதேச கல்வி தினத்தின் உணர்வைப் பற்றிக் கொள்ள , சி.ஆர்.ஐ மற்றும் யுனெஸ்கோ ஒரு கற்றல் விழாவை ஏற்படுத்தியுள்ளது.  அனைத்து சூழல்களிலும் கற்றலைக் கொண்டாடுவதற்கும், கல்வி கற்பவர்கள் எந்த சூழ்நிலையிலும் கல்வியை தொடர வேண்டுமென்பதற்காக   புதிய கண்டுபிடுப்புக்களை முன்வைத்து    கல்வி கற்பவர்களுக்கு பயன்பெறும் விதத்தில் இவ்விழா உதவுகிறது.

 இந்த சர்வதேச கல்வி தினமானது  கல்வியைப் பாதுகாக்க எடுக்கப்பட்ட கடமைகள் மற்றும் அக்கடமைகளை   பின்தொடர்தல் நடவடிக்கைகளை முன்னிலைப்படுத்துவதை நோக்கமாகக் கொண்டுள்ளது.  அடிமட்ட முயற்சிகள் வரையிலான அரசாங்கங்கள், கல்வியாளர்கள், நிறுவனங்கள் தலைமையிலான முன்முயற்சிகளைக் கொண்டாடுங்கள் . அத்துடன் சமபங்கு மற்றும் கொள்கைகளின் அடிப்படையில்  கல்வியை மறுபரிசீலனை செய்வதற்கான திறனை நிரூபிக்கும் கூட்டாண்மைகளை  யுனெஸ்கோவின் உலகளாவிய கல்வி கண்காணிப்பு அறிக்கை வலைத்தளமான PEER இல் இடம்பெற்றுள்ள ஒரு கருவி மூலம் கண்டறிந்து ,  மிகவும் பின்தங்கியவர்களை திறம்படச்செய்ய  மற்றும் கல்விக்கான சமமான நிதி குறித்த சட்டங்கள் மற்றும் கொள்கைகளில் சிறந்த நடைமுறைகளை முன்னிலைப்படுத்த உதவுகிறது.  பொருளாதார மந்தநிலை மற்றும் காலநிலை மாற்றத்தால்  எதிர்காலத்தை எதிர்கொள்வதற்கு உதவும் முகமாக   கொவிட்-19 தலைமுறையினரின்   கவலைகள் மற்றும் அபிலாஷைகளை வெளிப்படுத்த குரல் கொடுங்கள்.

 இன்றும் 258 மில்லியன் குழந்தைகள் மற்றும் இளைஞர்கள் பள்ளிகளுக்குச்  செல்வதில்லை.  உலகளவில் 617 மில்லியன் குழந்தைகள் மற்றும் இளம் பருவத்தினர் அடிப்படை கணிதம் மற்றும் கல்வியறிவு திறன் இல்லாதவர்களாக உள்ளனர்.  ஆபிரிக்காவில்  சஹாரன் எனும் பகுதியில்  40% க்கும் குறைவான பெண்கள் கீழ்நிலைக் கல்வியை  முடிக்கிறார்கள். மேலும் நான்கு மில்லியன் குழந்தைகள் மற்றும் இளைஞர் அகதிகள் பாடசாலைக்குச்  செல்வதில்லை.  அவர்களின் கல்வி உரிமை மீறப்பட்டு வருகின்றது . இது  ஏற்றுக்கொள்ள முடியாததொன்றாகும்.

 கல்வி என்பது மனிதகுலத்திற்கு மிக சக்திவாய்ந்த ஆயுதமாகும் . குறிப்பிட்ட எண்ணிக்கையிலான மாணவர்கள்தான்  எந்தவிதமான சிரமங்களும் தடைகளும் இல்லாமல் கல்வி கற்க முடிகிறது.உண்மையில் இவர்கள் அதிர்ஷ்டசாலிகளாவர்.              இன்னும் சிலர், கல்வியை தொடர   உழைக்க வேண்டும். இன்னும் சிலர் யுத்த வலயத்தில், உயிர் வாழ போராடுகிறார்கள்.  மற்றவர்கள் தொலைதூர அல்லது வளர்ச்சியடையாத பகுதிகளில் வாழ்கிறார்கள்.  எந்தவொரு வாழ்க்கை நிலைமைகளையும் பொருட்படுத்தாமல் அனைத்து மக்களுக்கும் கல்வி கற்கும்  உரிமை உண்டு.

  "உங்களிடம்  ஒருவர்    பசியைப்போக்க உதவி   கேட்டு வந்தால் அவரிடம்  மீன்களை  கொடுக்காமல்  ,  மீன்களை   எவ்வாறு பிடிப்பது என்று அவருக்குக் கற்றுக் கொடுங்கள். இச்செயல் அம்மனிதரின் வாழ்க்கையில் நிறைய மாற்றங்களை ஏற்படுத்தும்".இதுவொரு பிரபலமான சீன பழமொழியாகும்.   கல்வி என்பது  மனிதனின் உரிமைகளிலொன்றாக இருப்பதுடன்   பொதுமக்களின்  பொறுப்பு மற்றும் அவர்களுக்கு  நன்மையை ஏற்படுத்தும் ஒரு முக்கிய சக்தியாகும். கல்வி என்பது அனைவருக்கும் சரியானது என்பதையும், கல்வியறிவு மற்றும் அறிவொளி பெறுவதற்கான நமது உரிமையை நாம் ஒருபோதும் இழக்கக்கூடாது என்பதையும் நாம் எப்போதும் நம்மைச் சுற்றியுள்ள மக்களுக்கு நினைவூட்ட வேண்டும்
